Are you new to Local Government finance in Colorado? Do you need a better understanding of the budget requirements and process? Would it be helpful to know how demographic trends might impact your future revenues and expenditures? Do you know why and audit is required for your local government and what it involves? All of these questions and more will be discussed at the Colorado Local Government Budget and Audit 101. Representatives from the Department of Local Affairs and the Office of the State Auditor will present general and basic concepts of local government finance, economy, demographics and other aspects that local governments may use in the preparation of their annual budgets, financial statements, and in the general day to day operations.
The budget section cover local government budget law requirements and the budget adoption process. This section will also include the basics of revenue limits (TABOR and "5.5%" limits) and how the Gallagher Amendment impacts local governments that levy property tax.
The audit section will cover local government audit law requirements and things to keep in mind when selecting an auditor. This section will also cover the basics of an audit including key responsibilities of the auditor and local government management, what the final auditor's report really says, and what the Office of the State Auditor does with your audit once it is completed.
